AMICAALL stands for Alliance of Mayors Initiative for Community Action on HIV/AIDS at the local level. This is a non-governmental organization whose mandate is to build the capacity of urban local municipalities to respond to the HIV pandemic.

AMICAALL Eswatini is the Eswatini Chapter under the alliance which functions as a national non-government (NGO) that operates under a public-private partnership arrangement with all 13 urban local government. AMICAALL Eswatini has a comprehensive, decentralized management structure and seeks to ensure accountability and transparency at all levels of program delivery.
The organisation 13 offices in the gazetted towns of the country. These offices are in Manzini, Mbabane, Piggs peak, Ngwenya, Ezulwini, Mankayane, Matsapha, Hlathikulu, Nhlangano, Lavumisa, Siteki, and Vuvulane and Malkerns. These offices are coordinated by the AMICAALL National coordinating office in Manzini.
Over the years the program has assisted all towns and cities to establish locally based responses to HIV and AIDS. Towns implement different activities including condom distribution and demonstration, home based care, care for orphaned and vulnerable children, Workplace HIV and AIDS programs, peer education, community conversations, child protection, ART (only provided in Manzini, Siteki and Mbabane) and prevention of mother to child transmission (PMTCT).
Section 2: Capacity Statement
1.1.Previous Program Implementation Experience, Donor History, and Capacity to Implement.
AMICAALL brings over 17 years of experience in HIV/AIDS prevention, treatment, care and support services in the urban space. The organization has received and managed slightly more than 53 million Emalangeni from 18 different donors since the organization started operating in 2002. The donors that we work with are as follows: Government agencies (NERCHA, Ministry of Housing and Urban Development and Urban Local Authorities); United Nations agencies (UNDP, UNICEF, WFP and UNFPA); Foundations (African Capacity Building Foundation; Nelson Mandela Children’s’ Foundation, Elizabeth Glazer Paediatric AIDS Foundation, King Baudouin Foundation and Nike Red); The Global Fund; International Non-governmental Organizations (VNG, Stop AIDS, World Vision, Safaids and the Academy of Educational Development); Regional and Continental bodies (Southern African Development Community and the Alliance of Mayors on AIDS in Africa) and The US Government through Save the Children Swaziland. In South Africa, Ghana, Namibia, Tanzania, AMICAALL has worked collaboratively with a number of organizations on HIV/AIDS response. AMICAALL is recognized by the National Response as a Coordinator of the Urban Response subsector. Over the years, the program has assisted all towns and cities to establish locally based responses to HIV and AIDS.
The organization is working with the Ministries of health, Ministry of Education and local partners to apply innovative approaches to improve the urban HIV/AIDS, Tuberculosis, SRH/FP/NCDs knowledge to scale up best practices to prevent new HIV infections; strengthen HIV counseling and testing services, PMTCT and behavior change programmes; improve basic health care services for people living with HIV/AIDS; roll-out community ART including Test and Start.
In the year 2019, the organization has implemented a project whose objectives were reaching the right men with the HIV prevention package, linking men to services including VMMC, Screening men for TB and NCD’s, delivering HIV risk reduction information, conducting HIV prevention and service demand creation sessions to sensitize men using the core HIV prevention package. The project was implemented in three regions namely Manzini, Shiselweni and Hhohho. The total reached through the HIV prevention sessions is eight thousand four hundred and sixty-four (8464) men and they were reached through different strategies. The sessions consisted of discussions on the basic facts on HIV/AIDS, HIV prevention (including PrEP, PEP, and VMMC), treatment as a prevention strategy with emphasize on test and start. The sessions were also coupled with conducting risk assessments for the individual men whereby each person responded to a questionnaire pertaining his sexual practices and at the end of the questionnaire they would receive a message advising the respondent on the services to be taken.
2.1: Partnerships
The organization is working with the Ministry of Health (MOH), Ministry of Education and Training (MOET) and local partners to apply innovative approaches to improve the urban HIV/AIDS, TB, SRH/FP/NCDs knowledge to scale up best practices to prevent new HIV infections; strengthen HIV counseling and testing services, PMTCT and behavior change programs to improve basic health care services for people living with HIV/AIDS and roll-out community ART including Test and Start.
Below is a list of programs and activities that are implemented by AMICAAL in an effort to contribute to the overall national goal of eliminating the HIV/AIDS pandemic in the country .these programs and activities are in line with the eNSF.
Encourage urban youth to stay healthy and happy by giving them opportunities for personal development and social intergration, and empowering them with information and life skills to make the choice and develop into active and responsible members of their community.
Create a supportive environment for students of all ages to discuss issues of personal development, sexual and reproductive health, including HIV/AIDS, child abuse, and provide a forum for student led community action.
Promote workplace health and wellness programs; assisting with policy development and facilitation of information session.
Help families to prevent HIV transmission from parents to children, improve maternal health and reduce mortality among women and children.
Promote the benefits of voluntary HIV counselling and testing as an entry point for HIV/AIDS treatment, care and support, and work to increase availability and access to free confidential testing services.
Encourage the correct and consistent use of condoms as the only way of preventing HIV infection transmission during sexual intercourse, and distribute free condoms throughout urban areas.
Provide care and support to the chronically ill, and their families at home.
Support the healthy physical, social, psychological and emotional development of orphaned and vulnerable children (aged – 18 years) in urban areas.
Protect children in urban areas from abuse, and provide referrals and psycho-social support to the abused and traumatized.
Work to improve the nutritional status of vulnerable groups (orphans, PLWHA, elderly) by implementing a variety of sustenance farming initiatives.
Help to create sustainable livelihoods for our care-givers and beneficiaries through small business training and development.
Provide anti-retroviral therapy (ART) and treatment of opportunistic infections to improve length and quality of life of people living with HIV and AIDS.
Create forums for participatory planning and sensitizing communities on key HIV related issues, promoting knowledge, addressing attitudes and values, and facilitating community decision making and action.
Advocate for multi-sectoral community involvement and action on local issues, and promote social and behaviour change by informing and educating our key target groups in creative events and activities.
Continually build the skills and knowledge of staff, community volunteers and local leaders to effectively plan, implement, manage and lead the local response to HIV and AIDS.
Recognize the importance of human resources and seek to recruit and manage committed and motivated paid and voluntary staff.
Systematically collect and analyse information and data generated by staff and volunteers, and use it to inform decision making and evaluate program effectiveness.
Aim to influence, engage and motivate staff, volunteers, local leaders and urban communities, through disseminating consistent information about AMICAALL programs and key HIV issues, and actively supporting behaviour and social change communication efforts.
Work to secure, and effectively manage, adequate resources to develop, implement and support AMICAALL programs and activities.
Strive for continuous improvement to our organization and the way we do things, so we become more efficient and effective in delivering our programs and activities.
